I enclose (with apologies for the long delay)

our official reply to Colonial Office letter of the 26th

January 1929 (52802/28) relative to a proposal made by the

Governor of Hong Kong for changing the method of assessing

the military contribution of Hong Kong.

Would you like to confer with the Treasury and

the War Office before sending any reply to the Colony?

Crosland asks me to say that the War Office

memorandum enclosed with their letter of 25th April 1929

(of which we are passing on a copy to you) was not

written for communication to the Governor; so whether we

have a conference or not, the War Office hope that when

the time comes for you to write to the Governor, you will

let them see your despatch in draft.
